| 摘 要： | 利用平凉7县(区)气象资料、苹果物候观测资料和产量资料,设计低温冻害指数,确定了苹果因冻减产指标和低温冻害指标之间的关系,设计苹果低温冻害气象理赔指数,利用历史气象资料,计算历年低温冻害指数和气象理赔指数,得到多年平均损失率。在理赔指数和实时气象资料基础上建立保险理赔,减少甚至消除投保户和保险公司之间的分歧,对政策性农业保险的可持续发展具有积极意义。

| Abstract: | Based on the meterological data of 7 stations of Pingliang, the observed phenology data and the output, the freez-ing damage index was designed ,and the relationship between freezing index and loss caused by freezing damage was deter-mined,severe freezing damage claiming insurance index was designed. The historical freezing damage index and claiming index were calculated by using the historical meteorological data,and the annual average loss rate was calculated. Insurance claiming based on claiming index and real time meteorological data will be objective and fair ,and the dispute may be decreased or even eliminated.It is positive to the sustainable development of policy agricultural insurance. |
