摘    要:以黄土丘陵区延安燕沟流域实施规模化生态建设的实践为例,从优化治理与投资的角度出发,重点分析了流域快速、规模化生态环境建设资金投入的保障和管理机制,并对未来生态建设的投资状况进行了预测和展望,以期为中西部地区,特别是黄土丘陵区生态环境恢复重建工程发展的资金支撑体系的构建提供理论根据。

Abstract:Eco-environment construction in the loess-hilly regions of Yangou Basin was used as a case to analyze investment structure and management of hi-speed,histrength eco-environment engineering in order to harness and optimize investment.Prediction and expectations of future construction investment in eco-environment are discussed.The results offer theoretic foundation for investment mechanism of eco-environment reconstruction in the middle-western regions,especially the loess hilly regions.
