农村一二三产业融合发展利益联接机制研究——基于安徽省93家合作社的调查

建立健全农村一二三产业融合发展利益联接机制有利于推进农村产业融合发展和增加农民收入。在农村一二三产业融合发展利益联接模式类型和特征下,生产规模、农产品生产特性、市场、农业生产的客观条件、诚信意识和公共政策方面均有可能对融合主体的利益联接模式选择构成一定的影响。针对融合主体对利益联接机制认识不清、利益联接不紧密、合作社实力不强且带动能力弱以及融资难等问题,建议从调动融合主体间协同发展意识、因地制宜选择利益联接模式、建立健全激励约束机制和利益联接的保障机制、培育壮大新型农业经营主体等方面加以改进。

A Study on the Mechanism for Linked Interests of Integrated Development of Rural Industries: Based on a Survey of 93 Cooperatives in Anhui Province

It is beneficial in promoting the integrated development of rural industries and increasing farmers'' income to establish and improve a mechanism for linked interests of primary, secondary and tertiary industries in rural areas. Based on the types and characteristics of the integrated development of the three industries, the choice of the interest connection mode is possibly influenced by scale of production, characteristics of agricultural products, market factors, objective conditions of agricultural production, awareness of integrity and public policy. To solve the problems such as the integration subject''s poor understanding of the interest connection mechanism, the untight interest connection, the lack of strength and driving ability of the cooperative, and the difficulty of raising funds, we suggest making efforts to mobilize the consciousness of coordinated development among integration subjects, to select the mode of interest connection according to local conditions, to establish and improve the incentive-constraint mechanism and the guarantee mechanism of interest connection, and to cultivate and strengthen the new types of agribusiness.
