大国经济内外循环变迁规律与双循环新格局的构建

欧、美、日等发达国家或地区的经济发展史表明，大国选择以内循环为主还是以外循环为主的发展模式与本国的经济发展阶段、市场规模、产业结构、要素禀赋等具有一定的相关性，且这两种循环模式的特征存在较大差异，从外循环为主转向内循环为主需要外部环境刺激和自身条件的催化。当前我国已经具备了加快构建双循环格局的基础和条件。缩小收入差距是从需求侧扩大内循环的根本举措。当前，需打破国际循环壁垒，把创新链作为耦合生产链和供应链的关键环节，打通全流程创新链条以实现供给侧结构升级和生产消费内循环畅通。

The Change Laws of Domestic and International Circulation in Large Countries' Economy and the Construction of Dual Circulation Development Pattern

The economic history of developed countries and regions like Europe, America and Japan shows that the selection of economic development patterns including international circulation and domestic circulation has some certain connections with specific economic conditions, such as the development stage, market scale, industrial structure, factor endowment, comparative advantage and other characteristics for large countries. At the same time, these two patterns differ greatly in characteristics. The main pattern''s transition from international circulation to domestic circulation entails external stimulation and internal catalysis. Nowadays, our country has gotten such foundation and conditions to build the dual circulation development pattern, and narrowing the income gap is the fundamental measure to expand the domestic circulation from the demand side. Besides that, it is necessary to break the international circulation barrier, take the innovation chain as the key to coupling the production chain and the supply chain, and open up the whole process of innovation chain, so as to realize the upgrading of the supply-side structure and the smooth domestic circulation of production and consumption.
