浅谈海域使用论证中用海面积的测算问题

海域使用论证中,用海范围界址点的测量成果是海域使用者合法利益的保障基础,也是海洋管理部门管理海域的重要依据,因此必须认真对待用海面积测量和计算过程中遇到的相关问题。本文在总结海域使用宗海界址点野外实测的一些经验,特别是根据实际情况界定海岸线。在实测的基础上,对内业工作常见问题进行分析,重点讨论了坐标转换的三种参数转换方法,并对其计算结果进行比较分析,最后得到适合海域使用论证面积测算的系统方法。

A discussion on the problem of calculating sea-area used in the sea area use demonstration

In the sea area use demonstration,the result of sea-area used boundary point measurement is the basis for protecting legitimate interests of sea users,and also it is an important basis of marine management for marine management department.So we should have a careful attitude to the problems which frequently appeared during the process of measuring and calculating the use of sea area.This paper summarized some experience of field survey,especially the definition of coastline according to actual situation.According to field survey result,the paper analysed the common problems of indoor operation,focusing on conversion methods of three parameters of coordinate transformation,comparative analyzing of the result,and at last obtaining the suitable method for area measurement in sea area use demonstration.
