Present Situation and Development Strategy of Global Tropical Forests(Continuation)

The grave destruction of tropical forests has been a terrific problem and being attracted close attention of international societies in recent years (see same author's article in this Quarterly, No.4, 1989).ln order to save global tropical forests, to improve ecological environment,to encourage the developing countries in the tropics to carry out conservation plan of tropical forests, and to strengthen international cooperation,FAO, UNDP and the World Bank laid down jointly "Tropical Forestry Action Plan (TFAP)" in 1985. TFAP identifies five priority areas for action: (1) forestry in land use;(2) forest-based industrial development;(3) fuelwood and energy: (4) conservation of tropical forest ecosystems;(5) institutions. The developing countries in the tropics have made strong repercussions to TFAP and many of them have taken vigorous action to join TFAP. These countries have worked out or are drawing up their own nation-level tropical forestry action plan according to the frame of TF-AP. The tropical forests in China are mainly distributed over Hainan Province and Xi Shuang Ban Na, Yunnan Province, not including Taiwan Province. These two tropical forests, with. special geographical position,rich species and complicated compositions, are valuable wealth of China.As a result of commercial cutting, illegal felling and shift cultivation,the tropical natural forest in Hainan Province decreased to 0.3 million hectares in 1983 from 1.2 million hectares in 1950; and that in Xi Shuang Ban Na reduced to 0.57 million hectares in 1980 from 1.06 million hectares in 1950. The protection of these two tropical forests is extremely urgent.ln recent years, the Government of China has taken emergency measuresto protect the tropical forests. The illegal activities in the tropical forests have been stopped by and large, and the Xi Shuang Ban Na Nature Reserve has been established. Global efforts to rescue tropical forest resources have been being made vigorously. The Government of China should apply for TFAP immediately and lay.down the nation-level tropical forestry action plan suitable for China. Taking advantage of the dominant position of Hainan Special Economy Region and distinctive structure of Xi Shuang Ban Na Nature Reserve, China should get in touch with international organizations, non-government organizations and private aid-agency through various ways to gain bilateral or multi-lateral cooperations and aids in economy and technology, so that the tropical forest resources in China might be protected much better.
