与江苏省对比探索黑龙江省县域经济发展的对策

分别选取县域经济较为发达的江苏省徐州市下辖3县(市、区)以及较为落后的黑龙江省绥化市下辖的6县(市、区),研究了其县域经济发展现状,分析了2省县域经济发展差异,主要是资源禀赋、产业结构、招商引资和领导观念的差异。从而提出了借鉴江苏省经验来加快发展黑龙江省县域经济的对策,一是发挥资源优势,走农业产业化道路;二是优化产业结构,壮大民营经济;三是扩大招商引资的规模和质量,挖掘人才潜力;四是解放思想,完善县域创新体系。

Countermeasures for County Economy Development in Heilongjiang Province Compared with Jiangsu Province

Abstract By taking more developed three counties in Xuzhou City, Jiangsu Province, and relatively backward six counties in Suihua City, Hei- longjiang Province for example, the development status of county economy were studied. The county economy development difference of two prov- inces mainly performed as resource endowment, industrial structure, investment and the concept of leadership. Several experiences from Jiangsu Province were put forward, such as ： play the advantage of resources, take the road of agricultural industrialization ; optimize industrial structure, develop private economy; expand the investment scale and quality, mine talents＇ potential; emancipate the mind, perfect innovation system.
