| 摘 要： | 环境资源是人类赖以生存的重要资源。作为一种特殊产权——环境资源产权属于社会和公众,即每个社会成员具有同等的权力。建立环境资源产权制度应根据使用、经营的公共性和外部性的大小及自然资源的所有权分配或拍卖不同的产权主体,不扩权边界模糊难以界定、外部性很大的自然资源,应继续以公共产权主体为所有者。环境资源产权制度的安排是环保的关键。
