世行贷款造林项目工程质量和技术管理探析

我国已经实施的一系列世行贷款营林项目,在建设过程中逐步建立和健全了一系列的工程质量和技术管理规范,主要涉及造林技术可行性研究、种苗选择和造林技术规范设计、项目的质量监测体系构建、适用科研成果的推广应用、项目执行者的技术培训等方面,并将其在实践中加以应用,取得了良好的效果,从而使“科学技术是第一生产力”这一论断在世行项目实施中得到真实的体现。

All these measures have been ap plied in practice, so a series of favorable effect have been achieved, and the s cientific conclusions of "technology is the first productivity" have been incarn ated in the item of World Bank's Afforestation Projects.
