| 摘 要： | 针对目前中原地区农村建设用地粗放、布局散乱,新农村建设偏重农民自发建设的现状,借鉴国外村镇建设经验,提出应加强中央及地方政府的推动作用,以土地综合整治为抓手,整乡(镇)规划,整村推进,坚持城镇建设用地增加与农村建设用地减少相挂钩,创新农村土地管理机制,有序开展新农村建设,加快农村城镇化、农业现代化进程.
