林业行政案件发生规律及影响因素分析

森林资源是国家重要的自然资源和战略资源,在促进经济社会发展、维护国土生态安全、改善自然环境、提高生态效应中起着不可替代的作用。当前,我国森林资源保护管理形势依然严峻复杂,打击整治工作仍然面临诸多困难。通过分析国家林业局公布的1998年至2016年全国林业行政案件统计数据,探寻林业行政案件发生规律及影响因素,提出完善相关林业政策法规体系建设、强化林业行政案件管理、加强执法力度等建议,力争减少林业行政案件的发生和森林资源的损失。

Analysis onOccurrence Regularity and Influence Factors of Forestry Administrative Cases

Forest resources are the important natural and strategic resources of a country, playing an irreplaceable role in promoting economic and social development, maintaining the security of land and ecology as well as improving the natural environment and the ecological effect. At present, the situation of forest resources protection and management in China is still grim and complicated, faced with many challenges and difficulties in the efforts of remediation. Through analyzing the statistics of forestry administrative cases published by the State Forestry Administration from 1998 to 2016, this paper aims to explore the occurrence regularity and influence factors of the forestry administrative cases, propose suggestions on improving relevant forestry policies and regulations, strengthening management of forestry administrative cases and law enforcement, so as to reduce the occurrence of forest administrative cases and the loss of forest resources.
