| 摘 要： | 水利是农业的命脉。在概述了我国近几年发生旱灾造成的影响及原因的基础上,指出了我国应加强农业水利建设。提出了应重点养护水源、疏通渠道、节约用水,以及采取政府促动、部门联动、企业共建、市场跟进、制度护航等相应措施的建议。

| Abstract: | The water conservancy is the lifeblood of agriculture.The influence and causes of drought were summarized,and the question that China should strengthen the construction of water conservancy was brought forward.Some methods and countermeasures proposed to strengthen the construction of water conservancy,such as riverhead conservation,dredging the channel,saving on water,as well as taking the corresponding measures of government motivation,departments linkage,co-moving enterprises,market mechanism keeping up with,system protection,and so on. |
