摘    要:高标准基本农田建设可为城乡统筹发展、社会主义新农村建设和国家粮食安全三大战略提供手段支撑。该文以商品粮生产基地河北省卢龙县为例,从高标准基本农田的建设适宜性(低度适宜S1、中度适宜S2、高度适宜S3)和空间布局协调性(低度协调C1、中度协调C2、高度协调C3)两方面构建评价指标与方法体系,采用灰色关联评价和互斥性矩阵分类相结合的方法,将待评价矢量数据转换成30 m×30 m的空间栅格数据,对其高标准基本农田建设规划布局进行评价。依据评价结果,将适宜性指数与协调性指数组合类型中的"S3C3、S2C3和S3C2"覆盖地区确定为优先保障建设区、组合类型中的"S2C2、S1C3和S3C1"覆盖地区确定为正常推进建设区、组合类型中的"S1C2、S2C1和S1C1"覆盖地区确定为延缓滞后建设区,优先保障建设区、正常推进建设区和延缓滞后建设区建设规模分别为12 372.33 hm2、13 978.95 hm2和14 357.65 hm2,不建设(规划扣除允许和有条件建设区占用农田)区域规模为3 200.64 hm2。该研究将为开展具有区域特色和务实高效的高标准基本农田建设工作提供科学参考。

Abstract:High quality basic farmland construction is inherent components of the development of urban-rural integration, the construction of a new socialist countryside and national food security. This paper constructed an evaluation system of the suitability (low suitability (S1), medium suitability (S2), high suitability (S3)) and the spatial distribution coordination (low coordination(C1), medium coordination(C2), high coordination(C3)) of high quality basic farmland in Lulong County, Heibei Province by combining the grey relational evaluation method and the mutual exclusive matrix classification. Data layers were transformed to raster data of 30 m by 30 m pixel size. Basic farmland of S3C3, S2C3 and S3C2 are identified as the high priority construction area. S2C2, S1C3 and S3C1 are classified as the normal construction area. The coverage area of S1C2, S2C1 and S1C1 are identified as low priority construction area. Their acreage are 12 372.33 hm2, 13 978.95 hm2 and14 357.65 hm2 respectively. The area of non-construction (the planned area subtracts the allowed and potential construction area) is 3 200.64 hm2. This study might be a scientific reference for the evaluation of high quality basic farmland construction at regional level.
