不确定性对农业发展的影响及防范策略研究

传统农业面临的不确定性以自然风险为主,但是随着科学技术的发展和产业融合的不断推进,影响农业农村经济的不确定性因素也不断增多。本文从分析我国农业面临不确定性的成因及特点出发,提出构建一个包括农民个体、国家政府、保险机构在内的多层次风险防范体系,通过多层次风险防范体系有效抵御和转移农业风险给我国农业发展带来的危害,帮助实现脱贫攻坚和全面建成小康社会的预期目标。
