关于河北省新型农村社会养老保险试点的实证研究

以邯郸县和永年县两个试点县的实地调研为依据,对河北省新型农村社会养老保险试点存在的主要问题和解决这些问题的对策作了探讨,分析出河北省新农保试点存在农民养老金待遇低、新农保与城镇职工养老保险之间转移接续不畅通、养老基金来源不足等问题,提出加大财政对新农保的投入力度,提高养老金待遇水平,处理好新农保与城镇职工养老保险之间的转移接续问题,扩大和稳定养老基金来源等对策建议,以期对总结河北省新农保试点经验教训,促进试点深入发展有所裨益。

Empirical research on new rural social endowment insurance pilot in Hebei Province

Based on the field researches at Handan County and Yongnian County,Hebei Province,the main problems in the pilot implementation of the new rural social endowment insurance and the countermeasures to these issues are discussed in this article.Statistic analysis reveals that there are lower farmers’ pensions,unsmooth transfer between the new agricultural insurance and old-age insurance for urban workers,pension fund shortage in Hebei Province and other issues.Some corresponding countermeasures are proposed including increasing the financial investment in the new farmer’s insurance,raising the pension level,well dealing with the transferred renewable insurance between the new farmer’s insurance and the old-age insurance for urban workers,expanding and stabilizing the pension fund sources,which will contribute to promoting the pilot development through in-depth summary of the experiences and lessons of the new agricultural insurance pilot project in Hebei Province.
