| 摘 要： | 随着经济和社会的发展,生态环境问题日益受到全社会的关注。为解决生态公益林保护所需资金,我国提出了森林生态效益补偿问题。文章论述了森林生态效益补偿基金的必要性、可行性及补偿原则,并就地方性的补偿制度和生态效益资金补助进行了初步分析。 |

Discussion on Setting up Compensative Funds System of Forest Ecological Benefits |

| Abstract: | With the development of economy and society, eco-environment has been paid close attention by the whole society. In order to solve the funds needed in protection of public-welfare forest, the compensation of forest ecological benefits has been put forward in China. In this paper, necessity, feasibility and compensation principle of forest ecological benefit fund have been discussed, and regional compensation system and allowance of ecological benefit have also been analyzed. |
