赤潮灾害损失评估体系构建

赤潮灾害已经成为影响海洋经济健康、稳定、持续发展的重要制约因素,建立起一套全面、系统的赤潮灾害损失评估体系非常必要.现阶段在赤潮灾害损失评估中主要存在评估指标归类随意、评估体系构建局限和评估指标选取不全面三大缺陷.基于层次分析法构建赤潮灾害损失评估体系对赤潮灾害损失进行定量分析,为我国赤潮灾害损失评估提供依据.

Construction of evaluation system of red tide disaster loss

Red tide disaster has become a significant constraint against ocean economy developing healthily,steadily,and persistently.Thus,it is extremely important to set up a system that estimates red tide disaster loss roundly and systematically.At the present stage,defects in the evaluation of red tide loss can be concluded into three aspects： random classifying of evaluation indexes,circumscribed construction of evaluation system,and incomplete selection of evaluation indexes.It is required that,aimed at the characteristic of current loss of red tide disaster and base on abundance investigation,thorough evaluation model of disaster loss should be reconstructed.
