| 摘 要： | 阐明了优先布设国土生态屏障用地的重大意义,揭示了三峡库区国土生态屏障用地规划存在规划技术体系薄弱、规划成果内容简陋等突出问题,难以保障国土生态屏障用地科学布设和规划。提出建立和强化国土生态屏障用地规划的技术保障和实施保障,以此推进三峡库区国土生态屏障用地规划科学发展。
