| 摘 要： | 文章从生态文明理念中找到了一条可以从源头遏制荒漠化的有效途径,借鉴"生态省"的建设思路,提出了建设"生态三北"的基本框架,其包括生态经济体系、生态环境体系、生态道德体系和生态法制体系等四大体系建设。

| Abstract: | From the concept of ecological progress,an effective way was found to curb desertification from the source.Drawing lessons from the constructed ideas of ecological province,the basic frame of construction for ecological Three-North Regions of China were proposed with four systems,including eco-economic system,eco-environmental system,eco-moral system and eco-legal system. |
