实践科学发展观的有益探索——江苏省农业综合开发支持新农村建设试点项目调查报告

根据中央关于社会主义新农村建设的战略部署，国家农业综合开发室于2007年启动了“农业综合开发引导支农资金统筹支持新农村建设试点项目”。通过公平竞争，江苏省徐州新沂市和泰州姜堰市获得建设新农村试点项目立项。试点项目效果如何，带着这个问题，笔者结合项目管理工作进行了认真地调查研究。从一年多的实践看，这两个项目开局良好。进展顺利，取得了预期效果。初步探索出一条以农业综合开发为平台的建设新农村的新路子。

A Study on the Practice of Scientific Development Perspective

According to the strategic plan about the construction of a new socialist countryside of the central committee, the national office for the comprehensive agricultural development started an experimental project of a rational distribution and use of the profarming funding in 2007. Through fair competition, Xingyi City of Xuzhou and Jiangyan City of Taizhou of Jiangsu Province obtained the approval. The author of this paper conducted a serious investi- gation about the effect of this project. From more than one year＇s practice, it is shown that these two projects have had a good start and are proceeding smoothly with the expected result. A new way of constructing a new countryside within the framework of comprehensive agricultural development.
