湖北省低碳城镇化发展的思路与对策研究

基于湖北省低碳城镇化面临的困难和障碍,对湖北低碳城镇化发展的思路与对策进行探讨,提出应努力破除制约城镇化低碳转型的各种因素,着力扭转城镇化发展“高碳锁定”的局面.下一阶段,湖北省低碳城镇化发展的基本思路是：切实将绿色低碳理念贯穿于城镇化之中,鼓励各地探索差异化的低碳城镇发展路径,科学推进旧城改造和新城建设,积极构建城市低碳产业体系,建设符合低碳特征的建筑体系和交通网络,加强能源资源节约和环境保护,大力倡导低碳生活.按照低碳城镇化发展的基本思路,湖北省应采取4项对策措施：科学制定和实施相关规划,严格落实节约集约用地制度,加大低碳技术研发和推广利用力度,进一步开展低碳城市（镇）试点.

The Considerations and Countermeasures of Low-carbon Urbanization in Hubei Province

This paper is trying to give some considerations and countermeasures of low-carbon urbanization in Hubei Province,on the basis of various difficulties and obstacles in the way to low-carbon urbanization.It puts forward that Hubei Province should make efforts to deal with the factors which restrict the low-carbon shift of urbanization,and focus on reversing the trend of high-carbon lock-in of urbanization.The basic ideas for Hubei Province to realize low-carbon urbanization in the next stage lie in several aspects.It should encourage different places to explore various ways of low-carbon urbanization,promote old city proper remake and new city construction scientifically,build a low-carbon city industrial system actively,structure the construction system and traffic network with low-carbon characteristics,improve energy and resources conservation as well as environmental protection,advocate and pursue low-carbon life,with green development and low carbon concept in promoting urbanization.Following the basic ideas,Hubei Province should take countermeasures from four aspects,which are making and implementing relevant planning scientifically,implementing the system of economizing intensive land usage strictly,doing more to promote low-carbon technology,and carrying out further pilot projects for developing low carbon cities or towns.
