| 摘 要： | 为更好地实现城乡建设用地增减挂钩,使增减挂钩模式在运行过程中达到城乡公平发展的目标,应用城市土地供需模型和帕累托最优模型推理城乡建设用地增减挂钩的合理性,分析增减挂钩模式促进城乡公平发展的困境。结果表明,城乡建设用地增减挂钩应通过规范的土地市场交易实现,规范、高效的土地市场有助于从经济上督促城市开发者主动集约用地,从收入上引导农村经营者主动节约用地;同时,良好运作的土地市场也极大地改善着政府的公众形象,城市投资向农村分流成为城市反哺农村的重要渠道。
