摘    要:在绿色发展理念的趋势下,解决能源利用过程中产生的经济利益与环境污染间协调问题,是实现地区可持续发展的关键所在。利用陕西省2006-2015年间的面板数据,采用SBM-TOBIT模型对各城市能源生态效率的时间变化和空间差异进行研究,并针对能源生态效率的影响因素进行探讨;研究结果表明:陕西能源生态效率呈现出“U”型演变态势,在2006-2009年间呈现下降,于2010年后逐步上升,且各城市之间效率差异呈缩小趋势。其中西安、延安、汉中能源生态效率达到1.0之上,且各投产资源的利用率较高,达到绿色发展状态。安康、渭南、商洛能源生态效率水平较低,不足0.6,各要素投入存在过量现象,对资源利用率较低;通过TOBIT回归分析表明陕西省对外开放程度与经济发展水平的提高能够促进能源生态效率的提升,存在正相关性,能源消耗水平、产业结构与政府干预程度的提升不同程度的导致能源生态效率下降,呈现负相关性。以上研究为陕西省能源、环境和社会经济和谐发展提供一定依据。

Energy and Ecological Efficiency Evaluation in Shaanxi Based on SBM-TOBIT Model
Abstract:Under the idea of green development, to improve the coordination between economic benefits and environmental pollution arising from the energy utilization is the key to realize the regional sustainable development. The panel data in Shaanxi from 2006 to 2015 was used, the temporal changes and spatial differences of energy eco-efficiency in cities were studied by the SBM-TOBIT model, after this, the factors affecting the energy eco-efficiency were discussed. The results showed that: Shaanxi energy eco-efficiency presented a“U”evolution trend, it had a downward trend from 2006 to 2009, and increased after 2010, and the difference in efficiency between cities decreased. Energy eco-efficiency of Xi’an, Yan’an and Hanzhong reached above 1.0, and the resource utilization was relatively high and effective, which reached the green state of development; while that of Ankang, Weinan and Shangluo was relatively low, less than 0.6, there was an over-investment in all factors and a low utilization rate of esources. The TOBIT model analysis of energy ecoefficiency in Shaanxi demonstrates that the degree of opening to the outside world and the improvement of economic development could promote the energy eco-efficiency, and the correlation is positive; the increase of energy consumption and government intervention could cause the decline of energy eco-efficiency in different degrees, and the correlation is negative.
