自然保护地体系建设探析——以贵阳市为例

自然保护地作为管理严格的特殊生态环境区域,其自身运行与发展影响着更为广泛的生态系统的平衡,在维护国家生态安全中居于首要地位。通过对贵阳市自然保护地基本现状及在建设管理中存在的问题进行调查分析,提出自然保护地体系建设应坚持保护优先、应保尽保、实事求是、科学决策、多规合一、协调发展等原则以及整合交叉重叠自然保护地、归并重组相邻相连自然保护地、优化边界范围和功能区划定、补划生态保护空缺区的措施,对贵阳市自然保护地体系建设布局提出初步建议并对其发展进行探讨,旨在建立高质量的自然保护地体系,促进自然保护地持续健康发展。

Analysis on the construction of nature reserves system in Guiyang

As the special ecological environment area with strict management, the operation and development of the nature reserves affect the balance of the wider ecosystem, and play a primary role in maintaining the national ecological security. Through the investigation and analysis of the present situation of Guiyang nature reserves and the problems existing in the construction management, we point out that the construction of nature reserves system should adhere to the principles of protection first, utmost protection, seeking truth from facts, scientific decision-making, integration of multiple plans and coordinated development, and the measures for integrating of overlapping nature reserves, merging and recombining adjacent nature reserves, optimizing the boundary range and functional zone delineation, filling up the vacancy of nature reserves, this paper puts forward some suggestions on the layout of the nature reserve system in Guiyang and discusses its development, aims to build high quality nature reserve system, promote the sustained and healthy development of nature reserves.
