丽水库区留民贫困成因与对策

库区留民经济发展状况低于迁移农民的发展。文章分析了留民发展滞后的原因，由此提出要发展留民经济必须进一步破解政策性、制度性的障碍，充分发挥当地的生态优势，调整产业结构，发展规模经济；加大职业培训力度，增强留民自身素质；以财政支付转移为手段，为创业留民提供保障。

The reservoir area's economic development level of detention farmers was lower than that of migration farmers The causes of the slow development of detention farmers were analyzed. At the same time, the countermeasures were put forward as follows: in order to promote the economic development level, it was necessary to further solve the economic policy and institutional obstacles,give full play to the local ecological advantage and adjust the industrial structure ,develop scale economies. Furthermore ,it was beneficial to improve the self-quality of detention farmers by increasing the vocational and technical training;and it could provide guarantee for self-employed detention farmers by means of financial transfer payment.
