长吉图先导区城镇化与水土资源系统耦合协调性分析

摘    要:评价长吉图先导区城镇化与水土资源系统耦合协调程度,并提出基于区域城镇化建设与水土资源系统耦合协调优化的未来发展路径。采用信息熵值法确定耦合协调评价体系指标权重,通过耦合度和协调度模型对其量化评估。研究结果:(1)从耦合度来看,长吉图先导区下辖各市(县)的水土资源系统与城镇化系统的耦合度差异不大。(2)从协调程度来看,长吉图先导区下辖各市(县)的协调程度整体偏低,均处于低度协调阶段。(3)从耦合协调类型来看,长吉图先导区下辖多数市(县)的城镇化与水土资源系统属于中度不协调,少数市(县)属于严重不协调。(4)从μ资源与μ城镇化对比类型来看,有5个市(县)属于资源承载受损型;有10个市(县)为城镇发展滞后型。为实现长吉图先导区开发建设的国家战略,提出分别采用"发展主导调控型"和"资源主导调控型"的区域发展路径。

Analysis of Coupling Coordination Degree between Urbanization and Land-water Resources System in Changchun-Jilin-Tumen Pilot Zone
Abstract:Coordination and coupling degree of urbanization and land-water resources in Changchun-Jilin-Tumen Pilot Zone was evaluated, and future development path based on regional urbanization coupled and coordinated with land-water resources system was proposed. Information entropy method was used to determine index weight of coupling and coordination evaluation system and to assess its coupling and coordination degree. The results indicated that: (1) Difference between coupling de-gree of land-water resources and urbanization system of cities and counties in Changchun-Jilin-Tu-men Pilot Zone is small. (2) Coordination degree is low in all the regions. (3) Most regions in Changchun-Jilin-Tumen Pilot Zone are moderately uncoordinated, and a few are in a serious lack of coordination. (4) From comparing types ofμ-urbanization andμ-land-water resources, 5 regions are environmentally retarded, and 10 regions are economically retarded. It concludes that development strategies of"economic regulation type" and"resource regulation type" are to be implemented in or-der to realize the national strategic objectives of Changchun-Jilin-Tumen Pilot Zone development and construction.
