摘    要:水价制定的科学性和实施的可操作性,将会对经济、社会、政治、生态环境等方面产生重要的影响.针对传统层次分析法在综合水价确定应用中存在的问题,提出了改进的模糊层次分析法,总结出水价制定的若干主要指标,运用三标度法,确定各评价指标对于评价目标的影响程度,将模糊一致矩阵引入层次分析法中,通过建立模糊一致矩阵来确定影响因素权重,并将所得结果用幂法迭代,从而提高权重的收敛速度和计算精度.举例证明了该模型在确定综合水价中具有有效性和合理性.

Abstract:Both the scientific determination and maneuverability of actualization for water price have great influence on several aspects, such as economy, society, politics and environment. Aiming at the existing problems of application of traditional AHP method in the water price determination, an improved fuzzy AHP method was proposed in this paper. Several main indexes of water price determination were summarized, and three-demarcation method was used to determine the importance of each index. The weight of influencing factors was confirmed through adopting a fuzzy consistent matrix and using the power iterative method, which leaded to more fast convergence and more accurate calculation result, on the result. Finally, an application example was given to verify the effectiveness and rationality of the method in the comprehensive price determination.
