| 摘 要： | 在阐述我国农区农村承包土地流转特点的基础上,剖析了存在的问题,提出推进农村土地流转,要以深化农村产权制度改革为突破,按照"流转形式多样化、运作方式市场化、实施程序合法化、流转合同规范化"的要求,注重建立健全土地流转机制,多措并举破解农村土地流转难的难题。

| Abstract: | Based on the discussion on the characteristics of rural land circulation in China,the existing problems were analyzed,and rural land circulation should be promoted with the breakthrough of rural property right system reform,insisting on the requirements of diversity transfer forms,market operation way,legalization implementation procedure and standardization transfer contract,paying attention to establishing and perfecting land transfer mechanism,so as to solve the problem of rural land circulation. |
