经济欠发达地区农村经济与环境协调发展的路径研究——以淮安市为例

以淮安市为例,阐述了经济欠发达地区农村经济和环境问题,表明经济欠发达的农村地区经济发展滞后、环境污染严重、环境污染处理设施严重不足。分析了经济欠发达地区农村经济和环境问题的原因,主要是地方政府财力不足;政绩考核体系不科学;环境保护观念落后;环境保护法规不完善。在此基础上,提出了运用循环经济理论促进经济欠发达地区农村环境与经济协调发展的策略：转变农业生产方式,调整农业产业结构;积极筹措资金,加大对于农村环境治理的投入;加强宣传教育力度,形成健康文明的消费方式;强化监督,组建一支专业的农村环境执法队伍;重视农村科技创新,加大科技推广力度;加快城市化进程,积极稳妥地推进乡镇工业化。
