改进我国公务员绩效评估制度的思考

摘    要:指出我国公务员考核制度实施中存在的一些问题:(1)动机问题;(2)操作标准问题;(3)过程问题;(4)观念问题。提出改进我国政府绩效评估的几点建议:(1)建立健全科学的评价系统;(2)必要的立法保障;(3)建立多重评估体制。

Abstract:This paper examines the numerous problems in the execution of the performance appraisal system of China's civil servants such as: (1) motive; (2) operation criterion; (3)process; (4)concepts., and proceeds to raise suggestions concerning the improvement of the performance appraisal system of civil servants as follows: (1) establishing an integral scientific appraisal system; (2) guaranteeing the necessary legislation security; (3)constituting multiplex appraisal system.
