图书馆权力辨析

从权力与权利的区别与相互联系出发,结合图书馆的主体性质,论述了图书馆权力的内涵及其范围.特别指出,图书馆不具有行政主体的地位,没有对读者行使行政职权的权力.但是作为公共服务机构的图书馆对其内部依然可以行使其管理权的权力.辨析图书馆权力有助于构建和谐的图书馆与读者关系.

Analysis of Library Power

Based on the relations and differences of the power and right,and the subjective character of the library,this paper analyzes the connotations and boundary of library power.Especially to point out that the library may administrate its inner departments,while it has not been provided with the Administration power to readers.To discriminate the library power is benefit for constructing the harmonious relations between the library and readers.
