| 摘 要： | 增加农民收入,是全面建设小康社会的重大任务,其意义不仅仅在于强农富民. 近年来农民收入增长缓慢是多种因素综合作用的结果,其主导因素是"三个矛盾运动"引发的"两个相对过剩"和"一个不适应性". 从根本上解决农民增收困难的问题,不能仅仅局限在农业内部,而必须有一套新思路,积极稳妥地推进"六项制度改革",加大财政支持力度,提升"三农"的综合实力和农业的竞争力.

| Abstract: | Increasing farmers' income can not only make them live better, but also is an important task to constructure the Xiaokang society. Recently, farmers' income increased slowly because of multiple factors, such as "two kinds of relative surplus" and "one kind of unadaptability" caused by "three contradictions movement". To increase famers' income more quickly, "six sorts of institution reforms" should be implemented with new perspective beyond the agriculture itself, adding finance support, enhancing the synthetical strength of agriculture, rural area and farmer and improving the market competitive ability of agriculture. |
