| 摘 要： | “插花山”在我国南方是林权管理上的一个重要概念，是确权发证工作中的一个难点。笔者搜集了插花山确权发证的法律规定及各地的具体规定，对福建、江西插花山林权证发放的现状情况进行了分析，提出了规范插花山林权证登记发放的具体操作办法和意见。 |
