水资源保护生态补偿标准量化研究——以渭源县为例

[目的]确定渭河流域各省(区)需向渭源县支付的水资源保护补偿量。[方法]分析了生态补偿的核心以及运行机制,计量了渭源县保护水资源所付出的成本,并根据受益者的支付能力、取水量和排放污水量确定其补偿分担系数,最后得出受益区应向渭源县补偿的额度。[结果]2005年,甘肃、宁夏和陕西应向渭源县支付的水资源保护补偿额分别为7642.21万、2878.73万和28318.88万元。[结论]该研究为建立流域的生态补偿机制提供了依据。

Quantitative Study on Ecological Compensation of Water Resource Protection

[Objective] The aim of this study was to ascertain the proper compensation volume required in Weiyuan County flowing from the provinces lying in Wei River Region for water resource protection.[Method] The core and operation mechanism of ecological compensation were analyzed,and the cost paid for water resource protection by Weiyuan County was calculated.Then compensation coefficient was determined according to the paying ability,water-intake quantity and quantity of sewage emission of beneficial region.Finally,the concrete compensation volume was elicited.[Result] Gansu,Ningxia and Shaanxi should pay 76 422 100,28 787 300 and 283 188 800 yuan to Weiyuan County singly,in 2005 for the corresponding benefits from water resource protection.[Conclusion] The result of this study can provide some reference for setting up ecological compensation mechanism of river basin.
