新疆能源资源及其合理开发利用问题

新疆是我国能源资源丰富的省区之一,煤炭、石油(天然气)、水力和生物等常规能源总量很大,分布广泛,质量好,距耗能中心较远,具有广阔的开发利用前景。在全国占有重要地位,是本区发展能源工业的重要物质基础。建国以来,新疆能源开发与建设事业得到了迅速发展,但也存在一些问题。主要表现在:1.能源发展迅速,但波动起伏较大;2.布局集中,地区差异显著;3.能源利用差,浪费严重;4.不论是生产结构,还是消费结构,煤炭一直属于重要地位;5.农村仍以生物质能为主,能源十分紧张;6.能源消费结构中,工业耗能比重较大。根据能源资源及其开发生产中的特点和问题,提出如下开发利用措施:1.综合开发常规能源资源,建立合理的能源结构体系;2.调整经济结构,搞好企业技术改造,降低能源消耗;3.加速新能源的开发,解决农村能源问题。

On the Energy Resource in Xinjiang and Its Rational Utilization

Xinjiang is one of provinces of China owning abundant energy resources. The total amount of ordinary energy such as coal, petroleum (natural gas), hydraulic and biological power is very great, widely spread, with fine qua- lity, at a long distance from the consumption centre, having a large perspec- tive for exploiting and utulizing. It occuples an important place in China, becoming a considerable material basis to develop energy industry. Since the foundation of New China, the energy exploitation and const- ruction in xinjiang obtained a speedy development, although existed some problems. It showed 1-the rapid development of energy but with wavy pro- cess;2 -the centralization of distribution and apparent difference between districts;3-the low use of energy with grave waste; 4-the coal's invari- able importance,whether to point of view of productive structure or consump- tive structure, 5-the preponderance of biological energy in the counties which becomes in great demand; 6-the higher percentage of industrial energy consumption in consumptive structure of energy. In the light of the characteristics and problems in exploiting and pro- ducing energy resource, the exploitation and utilization measures are pro- posed as following: 1-to comprehensively exploit the energy resource, reconst- ructing the rational energy structure system; 2-to adjust the economic structure, to ameliorate the technical reform of ienterprises, to reduce the energy consumption;3-to accelerate the exploitation of new energy, to solve the problem of rural energy necessity.
