长株潭城市群区域管治体制的建立与创新研究

随着长沙、株洲、湘潭一体化的不断发展，长株潭城市群各级地方政府所面临的“区域性公共问题”日益凸现，而长株潭经济一体化也还存在制度性障碍，这都制约着长株潭区域一体化的有序、协调和规范推进，需要各级地方政府协力解决。文章引入管治理论，分析了长株潭城市群建立区域管治体制的必要性，试图构建一个适合长株潭城市群区域性公共问题的管治体制，并就这一体制的实现提出了具体的实施路径。
