黄河流域实施虚拟水贸易的补偿机制研究

通过对黄河流域上游与下游各省市的水资源利用及产业结构现状的描述反映出补偿机制的设立对于顺利实施虚拟水贸易、合理配置水资源、优化产业结构的重要意义,提出了虚拟水贸易及补偿机制的设计框架,并说明了虚拟水贸易补偿机制的运行及相关的补偿措施,认为水权市场作为虚拟水贸易的交易平台、补偿机制的主导模式起到了至关重要的作用。

Research on Compensation Mechanism of Implementing Virtual Water Trade in Yellow River Basin

This article reviews the utilization pattern of water resources and the current status of the industrial structure of vari -ous provinces （cities） in the upper and lower reaches of the Yellow River , which reflects that the establishment of compensation mechanism is of great significance for the smooth implementation of virtual water trade , the rational allocation of water resources , and the optimization of industrial structure .This paper raises the design framework of virtual water trade and its compensation mech-anism, illustrates the operation of the virtual water trade compensation mechanism and the related compensation measures , and con-siders that water right market has played a crucial role in virtual water trade as a trading platform for virtual water trade , and as a dominant mode for the compensation mechanism .
