| 摘 要： | 把农业综合开发土地治理项目与产业化经营项目、农业综合开发与扶持农民专业合作经济组织有机结合起来，促进农业、企业增效，农民增收，已成为新时期农业综合开发新的切入点。为适应新形、势新任务的要求，进一步推进农业综合开发体制机制创新，提升农业综合开发水平，在对浦口区赭落山茶叶基地项目和江宁区秣陵、禄口两类结合项目进行调查研究的基础上，总结了市场主体参与农业综合开发项目建设的积极作用．查找出存在的问题，旨在探索解决问题的有效办法。
