| 摘 要： | 本文分析了现行《动物防疫法》所涉及的动物饲养场所防疫条件审查、动物产地检疫和跨省引进乳用动物、种用动物及其精液、胚胎、种蛋的审批等三项行政许可,针对其中存在的问题进行了探讨,分别提出了取消饲养场所的动物防疫条件审查行政许可、设立动物防疫条件评估认证、重新界定申报动物产地检疫的范围、对动物产地检疫合格条件进行评估、推进种畜禽疫病净化、优化审批条件等建议,以期为下一步修订相关法律法规提供参考。
