我国发展循环经济存在的问题及前景展望

循环经济以低消耗、低排放、高效率为基本特征,是解决资源环境制约问题的最佳途径。综述了循环经济的概念、发展过程,分析了我国实行循环经济的困难所在,并对其发展前景进行了相关探讨。

Difficulties and Prospect of Carrying out Circulative Economy

Based on its characteristics of low consumption, low emission/discharge and high efficiency, circulative economy must be the best way to solve the restraining issue of resource and environment in the processes to realize sustainable development of human society. It was proposed and developed under a serial flexural process, including difficulty in finding right solution, and improvement of the relating policy and strategies. It was analyzed and discussed on the prospect and difficulties in carrying out circulative economy based on reviewing its conception, meaning and developing trends. It was proposed to advance the development of circulative economy in our country and gradually establish the circular system of resource utilization all over the society. The idea could be successfully practiced in several aspects of resource exploitation, production consumption and waste production, whatever any levels of government, society and enterprise.
