行政案件相对集中管辖的向度

在行政案件相对集中管辖试点的过程中，仍然存在一些问题，例如：缺乏规则指引，试点模式不统一；司法资源匮乏，试点进程步履维艰；审判能力不足，行政审判专业化受阻，等等。行政案件相对集中管辖在我国还处于起步阶段，不能闭门造车搞改革，有必要用我国本土资源同化、整合国外有益经验，将地域管辖集中化、案件审理类型化和行政法官专业化作为行政案件相对集中管辖的三个向度，从而逐步完善我国行政案件相对集中管辖制度。

Dimensions of Relatively Centralized Jurisdiction of Administrative Cases

In pilot projects to implement relatively centralized jurisdiction of administrative cases, a few problems emerge, for instance, lack of rules and guidelines, disunity of pilot pattern, deficiency of judicial resources, slow advance of pilot work, incompetence of judges, blocking of specialization of administrative judgment and so on. Since the jurisdiction is still in the initial stage in China, it is unwise to work behind closed doors. And it is necessary to assimilate and integrate good experience of foreign countries by making use of native resources, and make centralization of geographical jurisdiction, categorization of case trial and specialization of administrative judges three dimensions of the jurisdiction so as to gradually improve the relatively centralized jurisdiction system.
