土地监管制度反思与监管体系重构

我国实行的是世界上最严格的土地管理制度,但基于土地问题而引发的社会矛盾和冲突并没有因此得到遏制和缓解。从宏观层面来看,有效监管土地资源的合理有效利用是有效解决这些矛盾的一个重要途径。该文从土地监管体系建设着手,提出包括法律法规、组织管理、公众参与、教育培训和技术方法等方面的土地监管体系。
