倍增计划下湖南文化产业发展的金融支持机制创新研究

文化产业作为国民经济发展的重要增长点，其发展依赖于有效的金融支持，而目前我国文化产业的金融支持机制尚不健全。在全国文化产业领域内，湖南文化产业具有引领和示范作用。因此，在分析湖南文化产业现有金融支持现状的同时，借鉴文化产业发达国家的先进经验，从政府支持、金融机构、资本市场和社会资本四个方面建立主导机制，并以法规制度、人才支撑、风险防范和中介服务保障作为配套机制，创新湖南文化产业发展的金融支持机制，最终加快实现湖南文化产业发展的倍增目标。

The Financial Support Mechanism Innovation for Cultural Industry Development of Hunan Province under The Doubling-plan

Cultural industry of China has become an important growth point of economic restructuring in recent years, owing to its rapid development which is related to efficient financial support. Unfortunately, the financial support mechanism of cultural industry is not enough sound. As we all know, Hunan province has demonstration effect in the field of cultural industry. Therefore, based on the actual needs and realistic goals of Hunan Province about cultural industry, the article studies the financial support from the perspective of the doubling plan. As for the present situation of finance support for cultural industries, this paper raise a set of mechanisms innovation which includes primary and secondary part. The primary part involves government support and financial institutions innovation and so on. At the same time, the secondary part involves personnel support and risk prevention and so on. Finally, the whole mechanism help realize the goal.
