摘    要:在国际金融危机蔓延和全球粮食紧缺的新时期,文章采用非参数方法,通过构建双产出模型,在对转型期全国粮食生产先进县标兵平度市粮食生产技术效率测度与分析的基础之上,进一步研究粮食生产资源优化配置。结果显示,目前制约平度市粮食生产技术效率变化态势的主要因素是(C,S)效率,即粮食生产效率的提高主要取决于要素组合比例与要素价格等因素。研究所体现的政策含义是,中央政府应进一步加大对粮食生产尤其是重点产粮大县的扶持力度,适时进行制度创新,使部分农民从土地上解放出来,从而使土地集中,便于机械化、集约化耕种粮食作物,进一步加强对农资价格的调控,提高资源配置效率,确保国家粮食安全和粮农收益最大化双重目标的实现。

Abstract:In the new period of the spread of international financial crisis and the global food shortage,based on the non-parametric method of double-output model and on the basis of the measurement of grain resources technological efficiency,researches on optimizing the allocation of grain production resources of Pingdu city,one of the national food production advanced counties pacesetters,was carried out in the paper.The results showed that the main constraint of Pingdu city grain production efficiency was(C,S) efficiency,which is,the improvement of food production efficiency depends mainly on ratio of elements and price changes and other factors.The results mean that the central government should further increase the support of grain production in transition and makes the institutional innovation with the time,so that some farmers can free from the land and make concentration of land to facilitate mechanization and intensive farming of food crops.The central government should also further strengthen regulation of prices of agricultural production materials in order to improve the efficiency of food production re-source allocation,to ensure the realization of dual objective of national food security and farmer's revenue maximization.
