农民专业合作社再联合的羊群行为

农民专业合作社再联合是实现农民与现代农业发展有机衔接的重要抓手,但实际进行再联合的合作社较少。文章以羊群效应为理论基础,使用广东省的223份有效问卷,探究了领头羊行为对合作社再联合决策中的影响及其作用机理。结果表明:①农村地区存在信息不对称,省级示范社社长再联合的决策和合作社社长获得信息的社会资本促进了农民专业合作社再联合意愿。②联合社的负面信息降低了农民专业合作社再联合意愿,同时,强化了农民专业合作社再联合意愿与行为的悖离。政策启示:政府不仅需要重视农民专业合作社的领头羊主导作用,强化对联合社监督;还需要健全工商资本下乡发展合作社的体制,构建培训的常规机制,完善联合社预警方案,搭建智能信息平台和出台舆论引导方案。

Herding Behavior of Reunion of Farmers' Professional Cooperatives

The reunion of farmers’professional cooperatives is an important starting point to realize the organic connection between farmers and modern agricultural development,but the reality is that fewer cooperatives are reunited.Based on the theory of herding effect,this paper uses 223 valid questionnaires in Guangdong Province for empirical estimation.The results show that:①There is information asymmetry in rural areas.The decision-making of the leader outside the cooperatives and the social capital of the leader inside the cooperatives to obtain information promote the willingness of farmers’professional cooperatives to reunite.②The negative information of the association reduces the willingness of farmers’professional cooperatives to reunite,and strengthens the deviation between the willingness and behavior of farmers’professional cooperatives.Policy implications:The government not only needs to pay attention to the leading role of farmers’professional cooperatives,strengthen the supervision of cooperatives;it is also necessary to improve the system of industrial and commercial capital to develop cooperatives in rural areas,construct the conventional mechanism of training,improve the early warning scheme of the federation,build an intelligent information platform and introduce public opinion guidance scheme.
