| 摘 要： | 农田和草地是我国西部地区主要土地利用类型,加强耕地和草地资源的建设和保护,对实现资源的可持续利用具有重要的作用。对西部地区农田和草地资源现状和存在问题的分析结果表明,西部地区农田和草地资源虽然丰富,但生产力十分低下,不断恶化的生态环境已经严重制约了资源的开发与持续利用。农田和草地不仅是西部地区粮食安全的保障,而且还是保护环境的重要生态屏障,加强立法、加大投入、提高生产技术水平、实行资源长期的监测与评价是建设与保护西部地区耕地和草地资源的重要措施。
