我国农作物良种工作现状及改革思路探讨（上）

根据社会主义市场经济理论和“稳住一头,放开一片”科技体制改革战略方针的要求,结合对我国目前农作物良种工作的现状、问题的剖析,提出了改革现行良种体系的基本思路、措施及应注意的问题;探讨了符合社会主义市场经济体制要求的新型良种体系运行机制的基本框架。

PRESENT SITUATION OF CHINA'S CROP BREEDING PROGRAMME AND DISCUSSION ON THINKING AND MEASURES FOR ITS FURTHER IMPROVEMENT

Abstract Based on the theory of socialist market economy and the so called"enhance the basic research whereas vitalize the applied and developentresearch",a guiding principles on the institutional and managerial reformof science and technology,through review and analysis of present situationand problem of breeding and seed industry,this article focuses on thepresentation of some basic thinking and measuresto improve the existingcrop breeding and quality seed supply service system. The article alsoprovide a proposed flamework for a .efficient quality seed service systemand its operation structure aiming to achieve the following objects:conformitywith the socialist market economic structure ;clear task and duty arrangementbetween a4ministration,research institution and seed enterpri-sc lgood linkage collaboration between basic applied.applied and development 'research; integration of breeding, multiplication, processing and marketing; good matchof policy,regulation and quality control system ;better information service leffective macro-control ;efficient operation and multy-level investment.
