| 摘 要： | 村级债务已成为制约陕西省农村社会经济发展的一个突出问题，2003年国家提出制止产生新的乡村债务后，陕西农村仍产生了相当规模的村级债务，并对陕西省的新农村建设带来较大的影响。基于这一背景，对陕西关中Y区农村进行了调查，采集了大量详实的统计数据和调查资料，在对“新增村级债务”进行概念界定的基础上，采取个案分析法和比较分析法，通过分析调查数据和资料的规律特征，总结新增村级债务的现状并揭示其对农村社会经济发展的影响，结合新增村级债务的特征和陕西省农村的特点，提出化解新增村级债务的对策建议。
