| 摘 要： | 加强对农村集体建设用地流转的管理以促进农村集体建设用地流转制度的完善,关键在于相关法律法规的修改、土地产权的明确、流转条件和范围的界定、流转方式和年期的确定、流转程序的规范化、流转收益分配制度的健全、集体建设用地评价体系的构建、集体建设用地交易制度的创建,以及土地利用的统一管理.
