东北地区水资源供需现状及优化对策

摘    要:以东北地区水资源数据及其动态变化为依据,从水资源供给能力和需求水平2个方面对东北地区水资源利用现状进行了分析。结果表明,东北地区水资源总量与人均量均偏低,而且地区分布不均;水资源开发利用率较高,其中辽宁已达到45.67%;水资源短缺严重,农业用水占60%以上,生态环境用水严重不足;区域水资源供给保障体系尚未形成,区域间水资源调配能力有限。针对水资源供需中存在的问题提出优化对策:一是控制地下水开采,强化水污染治理;二是提高水资源利用率,推行节约节水;三是提高水资源调度水平。

The Problems in and Optimizing Countermeasures on Supply and Demand of Water Resources in Northeast China

Abstract:Based on water resources data of northeast China and its dynamic change,the paper comprehensively analyzes the situations of water resources supply,demand and utilization. The research results show that the total and average per person of water resources are low,and their distributions are uneven; the development and utilization of water resources is higher,and that of Liaoning province is the highest,i.e. 45.67%; the water shortage is serious. The accounts of water for agriculture is more than 60%,and water for environment is serious insufficient; the insurance system of water resources supply has not formed,and the capacity of distribution and control of water resources is limited in northeast China. Finally,in response to the existing problems in the use of water resource,the paper provides some countermeasures on optimizing supply of water resource in northeast China:first,it should control underground water usage and strengthen water pollution treatment; second,it shoud improve water resouces utility to save water; Third,it should improve wator resaurces usage level.
